The deficit is largely due to the regional fallout from the war on Iran and the blockade of the Strait of Hormuz, which has disrupted vital oil and gas shipments. This crisis has severely constrained energy revenues not only for Qatar but for all Gulf states, while regional security spending has surged. As a result, Qatar's first-quarter budget recorded a significant shortfall despite efforts to stabilize other income streams.
