workers should be working no more than 5 hours in the morning
there should be no work at all between 11;30 and 3 pm

I have witnessed once while waiting in the government hospital for a minor operation how the ambulance arrived one after the other with workers who were in critical condition by the heat stroke ...it was 12 years ago when there was no regulation about the summer working hours - hopefully it goes better nowadays but I find 11 :30 too hot  -  in case they can start at 5 am then they can finish by 10  . That is OK - I think .
