Dubai airport was closed due to a drone

Airspace around DXB was closed from 1925hrs to 2049hrs on Saturday due to unauthorised drone activity resulting in flight diversions.

Why these drones are allowed at all  for private persons ? Aren't there enough dangers in the aviation without  them ?  Three incidents in a period of five months ! Can not  the owners be detected ?
